The City of Garden Grove, California, in collaboration with Edgemoor Infrastructure & Real Estate, has commenced on the first phase of a $152 million civic center revitalization project. Orrick represented Edgemoor as the project developer in a pre-development agreement covering design, build, and finance. This project moved from selection to commercial close in just six months, underscoring its efficiency. Phase I includes a 103,000 square foot public safety building and a four-level parking structure over 2.75 acres. The innovative approach and early collaboration ensured the public safety facility would meet community needs for years to come. Garden Grove Mayor Steve Jones emphasized the project’s significance for downtown reinvigoration.
